Abstract: Rural-urban linkages (RUL) and rural-urban migration are key components in rural transformation—an important step toward industrial growth. Post-Keynesian development theory has recognized the central role of intersectoral linkage between agricultural and nonagricultural activities to bring about agricultural growth and agrarian transformation. Thus, there exists an economic, social and environmental interdependence between urban and rural areas. The solutions to the problems of subsistence agriculture, rural poverty and rural transformation do not lie in policies that promote self-sufficiency of rural communities. In this paper, we explore the policy environment related to rural-urban linkages and migration in Ethiopia, and analyze how the policies are impacting rural transformation.
