The seminar deliberates on policies and interventions to rebuild trust in local governance in conflict-affected settings. It involves presentation of early findings and proposals as well as panel discussions with key stakeholders. Speakers will present early findings on the impact of community-based cash transfers as well as proposals for testing the potential of participatory community-engagements and deliberations to rebuild trust in local governance. The panel discussion includes practitioners and policy makers involved in national rehabilitation and reconciliation programs in Ethiopia. The presentations and discussion will focus on testing alternative instruments and interventions, including public engagement and deliberation as well as community-based cash transfers, to improve trust in local leaders and local governance, especially in conflict-affected settings. Identifying cost-effective mechanisms and interventions that can rebuild trust and social cohesion in post-conflict settings can serve national governments and humanitarian organizations grappling with institutional and market failures in fragile and conflict-affected settings.
